Prepare the orzo per the instructions on the package. Drain and add olive oil and reserved pasta water to orzo.
Steam the broccoli. In a large bowl combine the broccoli, orzo and olive oil.
Make the cheese sauce: melt the butter in saucepan. Whisk in flour, garlic powder, salt & pepper. Cook for 2-3 minutes until roux gets slightly nuttier in color.
Gradually whisk in milk until smooth. Then whisk in broth. Heat to a soft boil, reduce heat and whisk for 30 seconds. Add nutritional yeast and paprika.
Add cheese sauce to the broccoli/orzo mix. Stir to combine. Spread into casserole dish and bake for 25-30 minutes.
