Place the Instant Pot on the sauté mode. Add oil, garlic, and steak. Brown meat for 2-3 minutes per side.
Remove steak from Instant Pot, let rest for 2 minutes, then slice into pieces. Add back to Instant Pot along with remaining ingredients (except cilantro, jalapeńo and avocado).
Place lid on Instant Pot securely, press high pressure and adjust time to 12-15 minutes. Natural release for 5 minutes.
Stir ingredients, adjust seasoning if desired. Serve hot and garnish with cilantro, jalapeño slices, and avocado slices.
