In another bowl, sift the flour and cocoa powder. Whisk in baking soda and salt. Working in batches, add dry mix to the sugar-butter mixture.
Pour in the milk and peppermint extract, mix into the batter. Gently mix in vinegar. Fold in chocolate chunks and crushed peppermint.
Cover the batter and chill for 20 minutes in the freezer. Preheat oven to 350°. Scoop out cookie dough, roll into a ball, coat with sparkling sugar or sprinkles. Place on baking sheet.
Bake for 10-14 minutes on center rack. Remove cookies from oven, let them cool on the baking sheet before removing to a cooling rack.
